ATLANTA -- Swollen eyes? Running nose? Scratchy throat? Blame the pollen. Pollen counts in Atlanta Monday were 23 times the count on the same day in 2013.

"This is by far the highest count that we have had by this date in the past five years. In2012 we had peak counts toward the end of March. Last year the counts did not peak until early April," Dr. Stanley Fineman from the Atlanta Allergy & Asthma Clinic told 11Alive's Julie Wolfe.

Compare the pollen totals of the last several years (measured in pollen grains per cubic meter of air):

March 10, 2014: 943
March 10, 2013: 41
March 10, 2012: 51
March 10, 2011: 8
March 10, 2010: 462

Fineman says the cold snap coming later in the week will bring mixed results: "Cold snaps will knock the pollen counts down, as will rain. But as soon as the weather warms and the sun comes out, the pollen will be back. This also creates a phenomenon known as the 'Priming Effect.' This 'Priming Effect' occurs when someone with pollen allergy is exposed to that pollen, then the exposure is removed (such as with cold weather), and subsequently when that person is re-exposed to the allergen pollen, there can be even more dramatic allergic symptoms."

The main pollen in the air right now is coming from hardwood trees including elm, cedar, alder, and maple.

Iranian linked to stolen passports on doomed jet

KUALA LUMPUR, Malaysia -- Beijing sent two delegations here Monday to probe stolen passports as reports surfaced that an Iranian man purchased the two tickets used by those passengers on the Malaysia Airlines flight that disappeared Saturday off the coast of Vietnam.

Chinese diplomat Guo Shaochun arrived with a 10-member working group from the Chinese ministries of foreign affairs, transport, public security and the civil aviation administration. Earlier, a team from China's Ministry of Public Security arrived to discuss the passports with their Malaysian counterparts.

The passports, one Italian and one Austrian, were stolen in Thailand in 2012 and 2013. CNN and the Financial Times, citing Thai police, reported that an Iranian man named Kazem Ali purchased the tickets used with the passports for two friends who he said wanted to return home to Europe. The tickets were paid for in cash, the reports said.

Guo said he hoped his team would help speed up Malaysia's investigation of the jet's disappearance and improve co-ordination between the several countries now involved. In Beijing, foreign ministry spokesman Qin Gang said the Chinese government "urges the Malaysian side to step up their efforts to speed up the investigation and provide accurate information to China in a timely fashion."

The Global Times, a leading Chinese Communist Party newspaper, was less diplomatic. "The Malaysian side cannot shirk its responsibilities," said a biting editorial. "The initial response from Malaysia was not swift enough. There are loopholes in the work of Malaysia Airlines and security authorities."

Malaysia Airlines Flight 370 had left Kuala Lumpur bound for Beijing with 239 people aboard -- most of them Chinese -- when it vanished from radar screens.

Late Monday, Vietnam's Deputy Minister of Transport Pham Quy Tieu said a third day of search and rescue operations failed to turn up a trace of the jet. He said four countries have been authorized to search in Vietnamese territory - Malaysia, Singapore, China and the USA. Overall, ten countries were involved in the search.

He said operations would continue Tuesday and would include more aircraft to cover a wider search area. Phu Quoc, a resort island in the Gulf of Thailand, has been established as the command center for Vietnam's efforts to locate the jet.

Dacula city council member charged with theft

Written By Kom Limpulnam on Sabtu, 08 Maret 2014 | 15.21

DACULA, Ga. -- A Dacula city council member was arrested Friday and charged with using a city credit card for personal expenses.

According to Gwinnett County District Attorney Danny Porter, Greg Reeves is accused of illegally charging $3,600 on his city credit card.  Porter said that he got a tip about three weeks ago that for at least four months, Reeves had been renting a car with the city credit card and then using that car to deliver pizzas. Reeves makes his living delivering pizzas.

"There was no attempt to hide this," Porter said.  "I mean, there were several people in Dacula who knew about it. The city administrator as well as the mayor knew that he was doing this and it just went on."

Reeves was arrested on Friday afternoon and charged with theft by taking -- a felony.

Porter said that while it's troubling that others apparently knew about Reeves' alleged misuse of city funds, that's not a chargeable offense in this case

Dacula Mayor Jimmy Wilbanks said that he tried to get Reeves to pay the bill, but the balance kept increasing instead of decreasing.  The mayor said that the city has not paid Reeves' bill and does not intend to pay it.  Wilbanks said Reeves will somehow have to settle it.

Porter expects to take the case to a grand jury within the month.

As of Friday night, Reeves remained behind bars at the Gwinnett County Jail.  His bond was set at $11,200.

Malaysia Airlines loses contact with flight carrying 239 people

BEIJING (USA Today) -- A Malaysia Airlines flight carrying 239 people from Kuala Lumpur to Beijing is missing and all 239 people on board are feared dead.

"We deeply regret that we have lost all contact with flight MH370 which departed Kuala Lumpur at 12:41 a.m.earlier this morning bound for Beijing," CEO Ahmad Juahari Yahya said in a statement released Friday night ET.

The airline is contacting next of kin of passengers and crew, Yahya said.

"Focus of the airline is to work with the emergency responders and authorities and mobilize its full support," Yahya's statement read. "Our thoughts and prayers are with all affected passengers and crew and their family members."

News outlets were reporting three Americans or four Americans on board.

At a news conference in Kuala Lumpur broadcast by the Malaysian TV station Astroawani, Malaysia Airlines representatives said the people on board represented 14 nationalities, including 152 from China, 38 from Malaysia, 12 from Indonesia, seven from Australia, three from France, three from the United States and two from Canada.

Subang Air Traffic Control reported that it lost contact with flight MH370 at Saturday at 2:40 a.m. local time (1:40 p.m. Friday ET), about 2½ hours after taking off, according to Yahya and a statement by the airline.

The Boeing 777-200 was to have landed in Beijing at 6:30 a.m. local time (5:30 p.m. Friday ET), the airline reported in its statement.

"Malaysia Airlines is currently working with the authorities who have activated their search and rescue team to locate the aircraft," the carrier said.

The twin-engine jet carried 227 passengers, including 2 infants, and 12 crew members. The airline said there were 13 nationalities represented on the flight, including at least three Americans.

Developments appeared to be on hold at Beijing Capital International Airport at 11 a.m. local time.

The flight was listed as "delayed" on a board with information on international arrivals.

One woman who appeared to be about 30 and a male companionangrily pushed away journalists who approached with questions. Security led her away.

A handwritten sign on a notice board at the airport indicated that anyone there to meet the plane should report to the Beijing Lido Hotel "to understand relevant information."

The public may contact the airline at 011-60-603-7884-1234 for more information, the airline said.

Experts cite the plane's strong safety record. Since it was introduced in 1995, the Boeing 777 has been involved in only two other major accidents and three hijackings, records show.

The most notable accident occurred in July 2013, when an Asiana Airlines Boeing 777-200 with 291 passengers and 16 crew members crashed as it landed at San Francisco, killing three passengers and seriously injuring 48 others. Investigators blamed in pilot error.

The flight was a codeshare with Chinese carrier China Southern Airways, flight number CZ748. At 9.50 am local time, over three hours after the scheduled arrival, both flights were still listed as 'Delayed' on the Beijing airport official website. The flight was bound for Beijing's Terminal 3, a major extension built in time for the 2008 Summer Olympic Games.

Some of the passengers are likely to be mainland Chinese tourists to Malaysia, where a quarter of the population are ethnic Chinese. The country has become an increasingly popular destination for Chinese travelers. The Malaysian government has targeted two million Chinese tourist arrivals this year in conjunction with the Visit Malaysia Year 2014.

China used to have a poor reputation for aviation safety, but has greatly improved its safety record in recent decades, even as it has rapidly expanded the number of flights and built scores of new airports across the country.

The search-and-rescue operation comes amid one of the safer stretches of global aviation in history. For instance, in the U.S., 2012 was the airline industry's safest since the dawn of the jet age. An air disaster with a death toll more than 200 hasn't occurred since 2009, when Air France Flight 447 went down during a flight from Brazil to Paris, resulting in the deaths of all 216 passengers and 12 crew members.

Among the deadliest aviation incidents in history:

583 people died in the largest commercial aviation disaster in history, which occurred in 1977. Two Boeing 747 jumbo jets collided on the runway at Los Rodeos airport on the island of Tenerife, off the coast of Western Africa.

Just two months after 9/11, an American Airlines flight on its way to the Dominican Republic crashed in Queens, New York just after taking off from John F. Kennedy International airport, killing all 260 people onboard and five people on the ground.

In 1999, an EgyptAir flight from Los Angeles to Cairo crashed in the Atlantic Ocean, killing all 217 people on board. An investigation by the National Transportation Safety Board believed that the Egyptian pilot brought the plane down intentionally. However, the Egyptian Civil Aviation Agency determined that the plane crashed due to a mechanical failure.

All 229 people onboard a 1998 Swissair flight died when the plane, going from New York to Switzerland, crashed in the Atlantic Ocean southwest of Halifax, Canada. The captain was unable to tame a fire that appeared to be coming from an air conditioning unit in the cockpit.

Winter Weather Advisory remains in effect for north Georgia through Friday AM

Written By Kom Limpulnam on Jumat, 07 Maret 2014 | 15.20

ATLANTA -- A Winter Weather Advisory is in effect until 10am Friday for northeast Georgia.  We've had a few reports of sleet mixing in with some of this rain in north Georgia as the rain moved in. Temperatures are above freezing at the surface, so it is melting when it hits the ground.  This has mainly been a cold rain during the evening hours.

Counties in the advisory until 10 a.m. Friday include: Dawson, Fannin, Gilmer, Lumpkin, Murray, Pickens, Towns, Union and White.

As more of this cold air comes in from the northeast at the same time moisture pushes in from the southwest, there is a chance for some sleet or snow to mix in in northeast Georgia.  The potential exists for some accumulating snow in parts of the north Georgia mountains from this evening through Friday morning.

Widespread 1-2 inches may occur in portions of northeast Georgia, with 2-3 inches in elevations above 2,500 feet.  Those 2-3 inch totals will be rare.

There is still great uncertainty with this system.  We continue to watch monitor the rain and temperatures overnight.  Some of the models are predicting all cold rain for north Georgia.  Others show the potential for a winter mix.

Dress in Blue on Friday for colon cancer awareness

(WXIA) -- Friday marks the sixth annual National Dress in Blue Day, which is geared toward bringing attention to colon cancer and to celebrate the courage of those affected by the disease.

The day was created in 2009 by the Colon Cancer Alliance to bring national attention to colon cancer. By "going blue" they hope that the public's awareness will be raised and that people will learn the facts about colon cancer, and how to reduce their risk of contracting the disease.

Similar to the pink ribbon noting breast cancer awareness, a blue star signifies the memory of those lost to the disease and the hope for a future without colon cancer.

For more information, visit the National Dress in Blue Day website.

18-year-old admits to killing grandmother with bat

Written By Kom Limpulnam on Kamis, 06 Maret 2014 | 15.21

BUTTS COUNTY, Ga. -- Police say an 18-year-old confessed to killing his grandmother with a bat after she refused to give him a ride to the store.

Butts County Sheriff Gary Long says JeNorman Bland admitted to killing his grandmother Tuesday.

Deputies found the body of the woman, identified as Glenda Smith Woodard, around 7 p.m. inside her home on Dub Walker Road just outside Jackson.

Sheriff Long says Bland went to his grandmother's house to ask for a ride to the store to get cigarettes.  She said she couldn't because she had to work.

That's when Bland reportedly went outside, got a baseball bat, went back inside, chased Woodard, beat and killed her.

Bland was arrested Tuesday in Griffin.

Relatives say Woodard was 61.

Long says Bland is charged with murder, false imprisonment, kidnapping and armed robbery.

Bland is due in court Thursday morning.

Recruiting scandal: 14 Grady HS players had fraudulent addresses

ATLANTA -- Atlanta School Superintendent Erroll Davis said Wednesday that out of 58 football players on the Grady High School football team, 14 of them were found to have had fraudulent addresses on record at the school.

In a 23-page report released Wednesday evening, Davis said both parents and school employees were involved in the fraud.

Since the investigation began, a number of players have withdrawn from the school voluntarily, while more were asked to leave the school. In the cases of those who live outside the school's service area, tuition bills were sent to parents.

Davis said at least one player had never seen the inside of a Grady High School classroom.

The fraud included forged handwriting, falsified power bills and multiple families found to be listed as living at the same address -- which was found to be owned by a part-time coach at Grady.

Personnel decisions were said to be forthcoming, along with possible civil and criminal charges against parents.

The school system is looking into possible changes to prevent this type of abuse from happening in the future.

The Georgia High School Association is said to be looking into what this means for eligibility.

Parents at the school are upset. They said APS and Davis are picking on Grady and on the football team in particular. They insist that this sort of issue occurs everywhere. They want to know what to do about seniors who have basically been screwed by this process. They insist that they are not receiving recruitment calls from colleges and universities.

Davis says this another example of adults failing children, and children paying the price. Last year, 35 educators, including former superintendent Beverly Hall, were indicted for their involvement in the Atlanta Public Schools' test cheating scandal.

Ukraine 'on brink of national disaster,' PM says

Written By Kom Limpulnam on Senin, 03 Maret 2014 | 15.20

SEVASTOPOL, Ukraine (USA TODAY) - Ukrainian officials were tense Sunday, ordering up all military reservists to active duty while in the Crimean region in the south of the country, road traffic was blocked as telecommunications remained sporadic - two days after communication centers were seized by unknown armed men.

"The situation is very serious - the Russian army is blocking military bases of Ukraine in Crimea ... They issued an ultimatum demanding that our soldiers disarm themselves or the bases will be stormed, said Ukraine's interim president and parliament speaker, Oleksandr Turchinov, on Sunday.

Speaking after a closed session of parliament in Kiev, Ukrainian Prime Minister Arseniy Yatsenyuk said his country "was on the brink of national disaster" and that if [Russian] President Putin wants to be the president who starts the war between two friendly and neighboring countries, he is inches away from doing it."

"This is not a threat, this is actually a declaration of war to my country," he added.

On Sunday, the interim government in Kiev said the military must be combat-ready as unidentified gunmen - thought to be Russian soldiers - were reported to be surrounding Ukrainian military and naval bases in Crimea, the strategic Black Sea peninsula.

"We need a unified army ... we believe that discipline and coordination is now extremely important," said Andriy Paruby, secretary of Ukraine's security council, on Sunday.

ANALYSIS: Russia testing the waters on Ukraine invasion

The Associated Press reported that at least 13 trucks and four armored vehicles with mounted machine guns pulled up to the Perevalne military base in the Crimean peninsula. The trucks carried 30 soldiers each and had Russian license plates. Ukrainian troops stood on the other side of the gate, the AP reported.

Government buildings, airports and communications centers in Crimea continued to be held by groups of armed men, believed by some to be local defense militias backed by Russian military.

Local journalists reported that attempts to access the Crimea were unsuccessful after they were stopped and turned back at checkpoints manned by local defense groups, soldiers believed to be Russian and the paramilitary units from Kiev that were blamed for deaths of dozens of protesters last month.

Telecom operator Ukrtelecom said their lines had been damaged and that their technicians were "doing everything in their power to normalize the network operator and ensure a speedy recovery of the lines on the peninsula."

NATO Secretary General Anders Fogh Rasmussen said in a statement Sunday that Russia's action in Crimea "violates the principles of the United Nations Charter. It threatens peace and security in Europe. Russia must stop its military activities and its threats."

Late Saturday, small rallies were held in Crimean cities expressing support for Russian help. Stories of hard-line Ukrainian nationalists from Kiev's Independence Square planning attacks on ethnic Russians have been circulating for weeks, and many people in this port city have either welcomed the Russian intervention or said they have no fear of Moscow's forces.

"This isn't really a crisis because all of Sevastopol was afraid of the Maidan movement," said 28-year-old waiter Konstantin Solovev. "We heard many stories that those people were threatening this city."

Even so, some locals created a petition signed by tens of thousands telling Russia they didn't need Russian help.

"Dear Mr. President of the Russian Federation, Vladimir Putin, We ethnic Russians and Russian-speaking Ukrainian nationals do not need other countries to defend our interests," the petition read. "We are grateful to you for support however would like to inform you that nobody has ever infringed our rights on Ukrainian territory ... therefore, we would ask you to not raise an internal question for our country which is not a burning issue for us ... Not to mention bringing troops in to regulate a conflict which you may see but which is not visible to us."

Tensions have been running high since Friday, when at least eight Russian transport planes landed at a military base, delivering unknown goods and personnel. Ukraine's Crimea province has an ethnic Russian majority and hosts the Russian navy's Black Sea fleet.

Most residents of the Black Sea peninsula have linguistic and cultural ties to Russia with a clear majority self-identifying as ethnic Russia.

Nowhere is that more apparent than in the port city of Sevastopol, home to the Russian navy's Black Sea fleet thanks to a lease agreement not set to expire until at least 2042.

The Russian tricolor flag flies over most buildings, and the Ukrainian language is rarely heard on the streets. In recent days pro-Russia rallies have drawn enthusiastic crowds that have reveled in the colorful display of nationalistic pageantry.

But already politicians in Moscow are proposing ways to annex Crimea. In Russia's Duma, lawmakers proposed legislation Friday that would ease the process of adding territory to the Russian Federation. Saturday, the upper house of the Russian parliament approved the use of force to protect Crimea.

Crimea has only been part of Ukraine since 1954, when it was ceded to Ukraine's Soviet republic when the whole region was part of the USSR.

A further wrinkle is the presence of Crimean Tartars - a Turkic people who have long inhabited the region who suffered enormously during Stalin's purges.

This minority has broadly supported the nationalist protesters in Kiev, and already scuffles have broken out between rival groups of Tartars and ethnic Russians. There are fears that Crimea's annexation would ignite ethnic conflict within the region itself.

At the same time, the interim government in Kiev - installed since Thursday and just a week after the ouster of ex-president Viktor Yanukovych - has been powerless to stop the events unfolding in the Crimea.

"Our soldiers (in Crimea) aren't falling for any provocations and are protecting Ukrainian military bases and warehouses," said Prime Minister Yatsenyuk. "Every half an hour Russian forces make provocations against our troops. Parliament has demanded that Russia stick to the Black Sea Fleet agreement and return the troops to their regular locations. I remind that any relocation of Black See Fleet troops must be approved by Ukraine, and Ukraine didn't give such permission."

Rudenko reported from Kiev, Bhatti from Berlin.

'12 Years a Slave,' Blanchett win at Oscars

2014 Academy Awards (Getty Images)

The period drama 12 Years a Slave won the Oscar for best picture, and Cate Blanchett and Matthew McConaughey took home the top acting awards at the 86th annual Academy Awards.

"Sit down, you're too old to be standing!" said Blanchett when taking the stage to accept her best actress award for Blue Jasmine. "As random and subjective as this world is, this means a lot in a year full of extraordinary performances by women."

And with his Oscar win for best director, Gravity filmmaker Alfonso Cuarón was on cloud nine.

Gravity went into the night tied with a leading 10 nominations with American Hustle, and the white-knuckle space thriller won seven – including original score, cinematography, film editing, sound mixing, sound editing and visual effects.

"It was definitely a transformative experience," Cuarón said of making Gravity. "What really sucks is for a lot of people the transformation was wisdom. For me, it was the color of my hair."

Visual-effects supervisor Tim Webber noted director Cuarón's "audacity and courage" in letting the FX crew work its magic and thanked stars George Clooney and Sandra Bullock for "filling our visual effects with life and emotion."

Gravity composer Steven Price shared his win with Cuarón. He said. "You inspired every frame of this and every note I composed."

Hollywood newcomer Lupita Nyong'o finished off her Cinderella story with an emotional flourish. Jared Leto also had a great finish to a rich awards season, while Frozen put all its animated competitors on ice and Gravity proved to be a marvel with six Oscars.

Nyong'o captured the best-supporting-actress award at the 86th annual Academy Awards for her performance as an abused plantation worker in 12 Years a Slave.

"It doesn't escape me for one moment that so much joy in my life is thanks to so much pain in someone else's," a teary Nyong'o said of her role as Patsey – in her first film, straight out of Yale's drama school. "This has been the joy of my life. I'm certain that the dead standing about you are watching and are grateful, and so am I.

"When I look down at this golden statue, may it remind me and every little child that no matter where you're from, your dreams are valid."

Leto was named best supporting actor for his portrayal of a transgender AIDS patient in Dallas Buyers Club, following up significant wins at the Golden Globes and SAG Awards.

The actor thanked his mother, a teenage high school dropout and single mom from Louisiana who taught her children "to be creative, work hard and be special." Leto also dedicated his Oscar "to those who have ever felt injustice for who you are or who you love."

Disney's blockbuster musical cartoon Frozen has been ruling the box office and was honored with the Academy Awards for best animated feature and best original song. The movie's Let It Go songwriter Robert Lopez added an Oscar to his career Emmy, Grammy, Tony wins, and his wife Kristen Anderson-Lopez paid tribute to their two children. "This song is inspired by our love for you and the hope that you never let fear or shame keep you from celebrating the unique people you are."

The Oscar for original screenplay went to Her director Spike Jonze, who thanked his filmmaking friends on the feature. "We made a movie about relationships and intimacy, and that's what we share together."

And John Ridley won adapted screenplay for 12 Years a Slave, based on the life of Solomon Northup, a free black man who was sold into slavery. "All the praise goes to Solomon Northup," Ridley said in his acceptance speech. "Those are his words and his story."

Dallas Buyers Club also won the Oscar for best makeup and hairstyling – makeup artist Robin Mathews thanked Leto and co-star McConaughey for "letting us torture you and transform you" – and Catherine Martin won two Oscars, for costume design and production design, for The Great Gatsby, directed by Martin's husband, Baz Luhrmann.

The Italian movie The Great Beauty followed up its Golden Globe win with the Oscar for best foreign film. Director Paolo Sorrentino took time to thank Federico Fellini, Martin Scorsese and Argentine soccer star Diego Maradona.

Mr. Hublot garnered the Oscar for animated short, Helium won for live-action short, The Lady In Number 6 was awarded best documentary short subject and 20 Feet from Stardom, a movie about backup singers in the music industry, garnered best documentary. How much should we know about how children die?

Written By Kom Limpulnam on Minggu, 02 Maret 2014 | 15.20

ATLANTA -- The House unanimously passed a bill to change the way a child's death is investigated and how much information about their life and DFCS involvement in it, can be released to the public. It is now in the hands of the Senate.

Supporters say the Office of the Child Advocate, which currently leads the investigations, doesn't have enough staff or the law enforcement power to get to the heart of what happened.

The bill sponsor also believes to hold those involved in the child's life accountable and discuss potential policy or procedural changes necessary, it's important for the community to understand what happened.

According to DFCS reports, of the 213 children that died with a DFCS case history in the past two years, the state has no idea what killed 62 of them. 116 deaths are ruled natural or accidental.  But 11Alive questions how many of those deaths really stemmed from preventable neglect or abuse.

That's why in November reporter Rebecca Lindstrom requested the case summary of every one of those 213 deaths. Three months later we're still missing 94 of them. But even with the records received, there's no shortage on what we can learn.

The files are so heavily redacted, there's no name, age, most don't even say how these children died. So our staff had to pour through them, literally reading between the lines, calling local communities, coroners and families. What we learned, shocked even us.

In the reports, we found names ripped from the news. Stories we covered that captured our hearts.  Names like Hannah Truelove. A 16 year old found murdered in the woods near her home. Her case remains unsolved, but her DFCS file is filled with pleas for help.

At least three times, someone requested she be put in protective custody. There was a report of emotional abuse, skipping school, and locking herself in her bedroom at night.

In Rockdale County the community rallied after four children from the Glass family were found dead inside. Beforehand, DFCS substantiated reports of abandonment an inadequate supervision. For a time, they even lived in foster care. But no one was watching when one of the children started playing with a lighter.

In Atlanta, 12-year old Demiya Griffin and her mom were killed by her stepfather.  Shot to death in their home. According to her DFCS case summary, a caseworker was set to meet with the family to deal with their "inability to resolve conflict" when she died.

We took all of the reports we received to Melissa Carter and Tom Rawlings. Both attorneys. Both former directors of the Office of the Child Advocate.

In reviewing the reports, we learned at least 33 of the children were beaten or shot, most police say, by a parent now behind bars. At least 10 of the children died, despite pleas to a judge to get them out of danger.

"There are a lot of time in this work that you have to make a judgment call based on your experience, and sometimes that judgment is wrong and you have to face up to that," said Tom Rawlings, who also served as a juvenile court judge.

Carter says in some cases, the problem goes even deeper.

"We have a judge that doesn't trust the case worker. We certainly have a problem system wide in an erosion of public confidence in the system."

Three of the children who were ordered into protective custody, died anyway.  They were killed before someone came to take them out of their home.

"We see the same patterns in these families as we do in domestic violence situations where there's a lot of tension, obviously there's a lot of risk," said Carter.

But for dozens of these children, their deaths remain a mystery. Five month old Nicholas Womack's mother was arrested after he was found, his skin eaten off by bugs and rats. But his cause of death, is still listed, as unknown.

For many of the children who died there was no autopsy. No criminal investigation. Just a life lost in black ink.

"At the end of the day, systems get the outcomes that they are designed to produce," said Carter.

Russia approves use of troops in Ukraine

Anti-government protesters clash with riot police in Kiev's Independence Square, Kiev, Ukraine (file photo)

SEVASTOPOL, Ukraine (USA TODAY) - Russian parliament's upper house unanimously approved the deployment of troops in the Crimea region of Ukraine on Saturday.

Defying a warning by President Obama a day earlier, Russian President Vladimir Putin asked parliament for permission to use military force in Ukraine due to the "extraordinary situation" there. Putin said the move is needed to protect ethnic Russians and personnel at a Russian military base in Crimea.

"I'm submitting a request for using the armed forces of the Russian Federation on the territory of Ukraine pending the normalization of the socio-political situation in that country," Putin said in a statement released by the Kremlin.

Lawmakers recommended that Putin recall the Russian ambassador to the U.S., the Wall Street Journal and the BBC reported.

Meanwhile, senior Ukrainian politician Vitali Klitschko called for a "general mobilization" in the country.

"Parliament must request the army chief to mobilize following Russian aggression against Ukraine," Klitschko said in a statement.

The news comes hours after Crimea's pro-Russia leader Sergei Askenov declared himself in charge of all security services and made a direct appeal to Moscow.

"I appeal to the president of Russia Vladimir Putin for assistance in guaranteeing peace and calmness on the territory of the autonomous republic of Crimea," Aksenov said in a statement quoted by Russian news agencies.

In Kiev, the interim government that replaced exiled President Viktor Yanukovych said Russia is violating its sovereignty.

"We demand that the Russian government and authorities recall their troops and return them to their bases," interim Prime Minister Arseniy Yatseniuk said Saturday in remarks published by Interfax, Ukraine's official agency.

"There is inappropriate presence of Russian military servicemen in Crimea now. This is nothing but a violation of the basic provisions of the agreement on the Russian Black Sea Fleet's temporary presence on the Ukrainian territory," Yatseniuk said.

Meanwhile, Washington continued to call for mediation to defuse the crisis.

"The United States calls for an urgent international mediation mission to the Crimea to begin to de-escalate the situation, and facilitate productive and peaceful political dialogue among all Ukrainian parties," Samantha Power, the U.S. Permanent Representative to the United Nations, said in New York.

STORY: Obama warns Russia about Ukraine sovereignty

Ukraine closed its airspace over Crimea on Saturday after border officials said at least eight Russian transport planes landed Friday at a military base, delivering unknown goods and personnel. Ukraine's Crimea province has an ethnic Russian majority and hosts the Russian navy's Black Sea fleet.

All flights to and from the provincial capital of Simferopol were canceled a day after unidentified gunmen - suspected to be Russian forces - took over the region's main airport and a military airport outside the naval city of Sevastopol.

There are also reports the soldiers at the airport could be private contractors working for Russia's interior ministry, thereby offering a loophole as Russia says its forces haven't intervened.

Regardless, the situation was tense in the region as Aksionov reassured local residents that he had the situation was under control.

"The authorities are at their desks working," he said at a meeting televised state broadcaster, Krym TV. "We guarantee the people, irrespective of their ethnic background, a sober, realistic and just approach in resolving their issues. I am especially addressing the Crimean Tatars: I assure you that nothing threatens you."

Most residents of the Black Sea peninsula have linguistic and cultural ties to Russia with a clear majority self-identifying as ethnic Russia.

Nowhere is that more apparent than the port city of Sevastopol which is home to the Russian navy's Black Sea fleet thanks to a lease agreement not set to expire until at least 2042.

The Russian tricolor flag flies over most buildings and the Ukrainian language is rarely heard on the streets. In recent days pro-Russia rallies have drawn enthusiastic crowds that have reveled in the colorful display of nationalistic pageantry.

One such rally Friday was led by one of Russia's most flamboyant nationalist politicians who spoke to hundreds who flocked to hear his words in front of the city hall that in recent days has flown the Russian - not Ukrainian - flag.

"All the roads, all the ports, all the communications are under the control of the provincial Crimean government," Vladimir Zhirinovsky declared to thunderous applause and chants of "Russia! Russia!".

The Russian politician took a swipe at Ukraine's nationalist caretaker government that alarmed many earlier this week by proposing a law that would strip the Russian language of official status.

"If they want somewhere only to speak Ukrainian then here we will speak only Russian," he said. "If in Kiev people have revolted against their government then why can't people in Sevastopol?"

Shooting at extended stay hotel in Lilburn

Lilburn, GA-  Gwinnett County police are investigating a shooting that happened just after noon at the Intown Suites on Hwy 78.

Witnesses staying at the hotel say they heard a series of loud noises that they later learned were gunshots and found a man lying on the second floor balcony.

Police identified the victim as 50 year old Vincent Newsome.

Jason Burnett and his wife Leila tried to help the Newsome.

"I just told him to stay still and help was on the way. Seeing him there was really upsetting, I've never seen anyone shot," said Lelia Burnett.

Police say Newsome was out in the parking lot of the Intown Suites washing and detailing a friend's car.

"Newsome took a break and went to his room on the second floor.  When he was headed back down someone attacked him there in the breezeway," said Sgt. Brian Doan.

At least one person thinks they saw the suspect as he ran moments after the shooting and gave a description to police.
